Climate Policy Radar (CPR) has partnered with the International Climate Councils Network (ICCN) to launch the Climate Council Report Library: an open-access tool that brings together annual progress reports from ICCN member councils, making them searchable and comparable. The Library sits alongside CPR’s other tools, so climate council reports can be cross-referenced with the world’s climate laws, policies, UN submissions, and more.
Climate councils are expert bodies officially mandated by their governments to advise on climate policy – mitigation, adaptation, and the just transition. Their remits vary: councils can act as watchdogs, advisors, convenors, or a combination of the three. Made up of independent experts from academia, business, civil society, organised labour, and beyond, they help keep policy science-aligned and oriented to the long term, building the consensus and buy-in that ambitious climate action needs.
A core part of most climate councils’ mandates involves reporting on their government’s progress towards climate targets. Annual progress reports create a feedback loop that allows for ongoing policy assessment and adjustment, building the transparency and accountability that good climate governance depends on. However, these reports are often published in different formats and languages, with no way to search across them or compare approaches side by side.
The Climate Council Report Library
This is where the Climate Council Report Library comes in. Built by CPR, in partnership with the ICCN – a member-led network of 30+ climate councils, hosted by E3G – it brings together the reports of climate councils from around the world, including New Zealand, Canada, Guatemala, South Africa, the US and the EU.
The ICCN’s mission is to strengthen global climate governance by helping climate councils share knowledge, build capacity, and raise their international profile. The Library supports this mission by making member knowledge visible, searchable, and comparable – enabling councils to learn from each other’s approaches, and for anyone to see how independent experts have assessed government progress.

We’ve started with official annual reports from the last two years, which are also available in our other open-access tools, sitting alongside the world’s climate laws, policies, finance projects, UN submissions, and more. This means anyone can search a council’s assessment of a climate law, and read the law itself in the same place.
We’re looking forward to seeing how councils use the Library, and to growing it as ICCN members publish new reports.
