Closing the negotiating intelligence gap: AI, evidence, and multilateral negotiating capacity

Monday 16 November, 16:45–18:15 TRT | Blue Zone: Side Event Room 7 (Hasankeyf), Antalya EXPO Center
How can AI strengthen the negotiating capacity and influence of Global South negotiators, and what additional support and safeguards are needed?
Our official side event at COP31 brings together negotiators, technical experts, and practitioners to explore responses to the unequal resources, time, and analytical support available to delegations before, during, and after negotiations.
Discussion will centre on agency and ownership, trust and guardrails, model bias, source reliability, confidentiality, language coverage, and equitable access. Practical demonstrations of Climate Policy Radar, NegotiateCOP, and the SDCE / INCLUDE negotiation situation room will sit alongside concrete experiences and audience contributions throughout.
Co-hosts:
Centre for Multilateral Negotiations (CEMUNE)
INCLUDE – Knowledge Platform on Inclusive Development Policies
Open to anyone with a Blue Zone pass at COP31. No registration is required. Negotiators and delegation staff from the Global South are especially welcome, alongside specialists in AI, evidence, and digital rights.
